Its the Peace Statue at Peace Park in Nagasaki, Japan!
The statue is there to commemorate the atomic bombing of the city on August 9, 1945 during World War II.
Absolutely correct; well done. "Boxcar," the hint, was the name of the bomber that dropped the bomb.
There's a sign nearby this statue with some words by the sculptor (and a translation, luckily for me):
"After experiencing that nightmarish war, that blood-curdling carnage, that unendurable horror,
Who could walk away without praying for peace?
This statue was created as a signpost in the cause of glboal harmony.
Standing ten meters tall, it conveys the profundity of knowledge and the beauty of health and virility.
The right hand points to the atomic bomb, the left hand points to peace, and the face prays deeply for the victims of war.
Transcending the barriers of race and evoking the qualities of both Buddha and God, it is a symbol of the greatest determination ever known in teh history of Hagasaki and of the highest hope of all mankind."
Seibo Kitamura, Spring, 1955
One more from me (pardon the less than stellar photography--it's the best I was able to do at the time):
Clue: I once became an important impromptu relief center.
