Wow, it really stinks that Libera 360 is down. At times it was slow, but it was still a very good site.

Not really. What it is, is a website that transfers money between you and another individual and the other person will not see your information. For example, if I purchased something on ebay, there is no guarantee that the person I am buying from is trustworthy. Paypal will send the money from my bank account to the other persons bank account and nobody will have access to anybodys personal information.
